have a bartender problem, not a drinking problem."

Why is it impossible for a politician to just admin there's a spending
problem? Because if they do, there's no one they can pay off. The only
way to have influence is if there are spending programs and tax
complexities to be contended for, in which case the potential winners
and losers have to spend their way to a favorable position.
And most folks realize those are the stakes when our politicians lie to
us about why the other side has bad intentions. The other side does in
fact have bad intentions, but that doesn't change the fact that both
sides hold that dis-honor.
